Portal Developer, Management Information Services (MIS) - New York

Organizational Setting
  • The Portal Developer post is located in the Management Information Services Branch. The incumbent reports to the Applications Developer (P3) and receives general guidance from the Systems Development Specialist (P4).
Job Purpose
  • The role of the Portal Developer is to be a key player in the analysis, design, implementation and support of UNFPA’s Intranet, Extranet and Applications portals and related websites. These portals are being used by all UNFPA staff as well external partners. The Portal Developer reports to Applications Developer and provides day-to-day support and operations functions, design, development, code reviews, unit testing and deployment tasks.
Main Tasks & Responsibilties
The Portal Developer is responsible for the following functions:
  • Liaise with functional owners and end-users to understand and collect web portal development requirements. Analyze requirements and prepare functional and technical requirements documents. Based on the requirements documents generate a plan to include design, development, test and deployment methodologies.
  • Use Liferay Portal Development and Content Management System (CMS) to develop Intranet and Extranet websites. Responsibilities include development of standard Velocity-Macro based themes and templates, JSR 168 / 286 compliant portlets, hooks, XML and XHTML based site layouts, and customization of Liferay delivered portlets and CMS functionalities. Also, develop portlets to consume XML data feeds from PeopleSoft and other external applications and format the data using XSLT.
  • Architect, design, develop and maintain industry-leading J2EE based applications specifically geared towards a J2EE based Portal environment.
  • Architect, design and develop websites and portlets for deployment on various types of mobile devices.
  • Perform unit testing while developing portlets and applications.
  • Work with the functional project managers to prepare website training material using multimedia tools.
  • Provide support to UNFPA staff members developing Intranet web pages. Use Liferay and other web publishing software to publish files developed by staff members in word-processing, spreadsheet or any other popular format.
  • Through continuous analysis of the existing production systems and interactions with clients and end-users, identify weaknesses, gaps and opportunities for improvement of existing portals.
  • Implement Intranet and Extranet security measures as defined by the Security Administrator. Also, design technical elements including organization, indexing and navigation of the websites to support browsing and searching for information.
  • Stay current with rapidly changing technology and implement state of the art web deployment and authoring tools.

Required Competencies
  • Advanced university degree (Master’s degree or equivalent) in IT, Science, Engineering or Business Administration. A first level university degree in combination with two additional years of qualifying experience may be acceptable in lieu of the advanced university degree.  
  • 2 years of relevant working experience in the area of Liferay based Content Management Systems and Portal development.
  • Advanced knowledge of JAVA, AJAX and JavaScript programming, MySQL RDBMS and SQL.
  • Advanced knowledge of Liferay based portlet development, Velocity-Macro based theme development, layout development, Liferay Service Builder tool, Alloy UI and XML / XHTML,XSLT / CSS, portlet development frameworks like Struts and Liferay MVC.
  • Ability to analyze and customize Liferay delivered CMS functionalities.
  • Basic understanding of Linux Operating System and its command,
  • Knowledge of versioning software, particularly SVN, is desirable
  • Excellent communication skills, including the ability to actively listen and discern issues.
  • Ability to work independently, to communicate clearly both orally and in writing; courtesy, tact and ability to work effectively with people of different national and cultural backgrounds in a team environment
  • Attention to quality and capacity to meet deadlines.
  • Fluency in English is required. Working knowledge of another official UN language is desirable.
